Joe Hart is indeed leaving Manchester City.
The England No. 1 and decade-long starter for the Citizens played what looked like his farewell match against Steaua Bucharest last Wednesday, and all signs pointed to that being the last time we saw Joe Hart in a Man City shirt. But there were conflicting reports about Joe's future, with some saying he agreed to stay while others claimed he wanted to leave.
City sporting director Txiki Begiristain spoke to the press, and he finally confirmed what will happen with Hart. And he's indeed leaving:
"We will try to find a good solution for everybody. We now have one week to make him happy and find a club where he has a real chance. We will try and help him because he deserves it."

Pep Guardiola made it clear that Hart wasn't in his plans, and he signed Claudio Bravo from Barcelona as City's starting keeper to have a goalie that is good with the ball on his feet, a key component of his footballing philosophy. There is nothing personal, it's just football.
This isn't an easy situation. The board wanted Guardiola for a half-decade, and when they finally got him, they now have to part ways with a club legend because of Pep. But if this leads to success, it's worth it.
Anyway, we'll miss you, Joe. Thank you for everything.
