How would City fare under the 6+5 proposal?

At first glance it would seem that we would be one of the Premier League sides best placed to cope with Sepp Blatter's '6+5' proposal, given our renowned Academy and development of younger players, but looking at the graphic below from the BBC, it seems we are not as well set (currently at least) as first thought:

An average of 3.42 English players would see us languishing somewhere around the 'relegation zone' and looking at the appearances from the season, only Joe Hart, Micah Richards, Nedum Onuoha, Michael Ball, Michael Johnson and Darius Vassell have been what you class as anywhere near 'regulars'.
